Today, I faced a critical error, that needs to be blogged out.
When I changed some parameter after Installation of Oracle Content Server, i need to restart the Content Server Services
When i tried with /CS_dir/etc/idcserver_start
i received message like

Fix:
Goto
/CS-dir/bin/ComponentWizard
Select LinkManager8
1. Disble LinkManager8 (if you have installed, then you could face this issue)
2. Uninstall LinkManager8
then Start the CS Services
CS-dir/etc/idcserver_start
Starting the Content Server idc ... Success: Process 15705
